Garrett Santos is a former U.S. Coast Guard Commander with a distinguished career leading search and rescue operations and emergency response efforts, including those during the Deepwater Horizon oil spill. His service included roles as a flight instructor for the HC-144 Ocean Sentry and as the Coast Guard’s Chief Instructor for the HC-27J Spartan. An expert in large-scale operations, he’s contributed to policy development, risk assessment, and mission training programs for the Departments of Defense and Homeland Security.

Admiral Gary Roughhead, USN (Ret.)
National Security and International Programs Advisor
Admiral Gary Roughead, US Navy (Ret.), is a Distinguished Military Fellow at the Hoover Institution. He graduated from the US Naval Academy and served as chief of naval operations and member of the US Joint Chiefs of Staff. He held six operational commands, including both the Atlantic and Pacific Fleets. He serves on multiple boards and committees, including Northrop Grumman, Maersk Line, Johns Hopkins University, National Academy of Sciences, and is the national security and international programs advisor for Chimney Trail. He cochaired the commission that reviewed the Trump administration’s National Defense Strategy and remains active in policy with Japan and China.

Dr. Lindsay Orchowski, PhD
Clinical Research, Trials, and Measurements Advisor
Lindsay M. Orchowski, Ph.D. is a Staff Psychologist at Rhode Island Hospital and a Professor at The Warren Alpert Medical School of Brown University. She also serves as Deputy Title IX Coordinator for the Medical School and Associate Director of the Research Fellowship Program. Dr. Orchowski's research program focuses on sexual assault prevention and community engagement to prevent injury and harm. Her research is supported by multiple national institutes. She is also an Associate Editor for Psychology of Women Quarterly and Senior Consulting Editor for Psychology of Violence.

Dr. Ellie Graeden, PhD
AI, Machine Learning, and Data Systems Advisor
Dr. Ellie Graeden is a Research Professor at Georgetown University Center for Global Health Science and Security, where she leads data architecture and engineering to address challenges in global data sharing for health response and investment. She has extensive experience developing quantitative approaches for global-scale decision-making, emphasized by applying data to decision-making during emergencies. Her work includes projects supporting the Federal government, tools presented at the UN, and data systems for health security policy. Additionally, she has led efforts with the CDC and states to develop data platforms for health care visibility and response efforts. Dr. Graeden earned her undergraduate degree from Oregon State University and her doctorate from MIT.

Product and Commercialization Advisor
Stella Ma is a seasoned product, customer, and operations executive and entrepreneur with over 20 years of experience leading teams at both start-ups and Fortune 500 companies. She has a proven ability to lead and inspire high performance teams to develop and execute product and go-to-market strategies while driving operational excellence. She was Co-Founder and Co-CEO of Little Passports (acquired by BEGiN), shipped over 10 million packages worldwide, and was featured in national publications including the Wall Street Journal, The New York Times, and CNN. Honored as an EY Entrepreneur Of The Year Northern California Finalist in 2019, she’s passionate about developing purpose-driven products and services, building strong teams, and mentoring future entrepreneurs.

M. Alejandra Parra-Orlandoni
Ethical Technology and AI in Healthcare Advisor
M. Alejandra Parra-Orlandoni (MAPO) has a diverse background in engineering, law, and technology. She studied control systems engineering at the U.S. Naval Academy and earned a master's degree from MIT, focusing on underwater targeting by autonomous vehicles. She served as a legal officer and Assistant Operations Officer in the U.S. Navy, then earned a Juris Doctor degree from Harvard Law School. Parra-Orlandoni held leadership roles at McKinsey & Company and Meta and founded Spirare Tech, a consultancy specializing in responsible innovation. She is a frequent speaker and writer on innovation, leadership, and ethics in technology, and her unique experiences provide valuable insights into the challenges and opportunities at the intersection of technology, law, and organizational leadership.

Sergeant Major David Clark, USA (Ret.)
U.S. Army Programs Advisor
CSM (R) David M. Clark is the Senior NCO Leadership Chair of AUSA’s Center for Leadership. He is a retired four-star nominative level sergeant major with 35 years of service, whose last assignment was in Afghanistan as the Resolute Support/U.S. Forces - Afghanistan Command Senior Enlisted Advisor. He has held numerous leadership positions and has expertise in national security, strategy, international relations and more. He is a combat veteran with eight combat deployments and a member of several veteran service organizations. His awards include the Distinguished Service Medal, Defense Superior Service Medal with “C” Device, Legion of Merit with four Oak Leaf Clusters, Bronze Star Medal with "V" Device and four Oak Leaf Clusters, and the Meritorious Service Medal with four Oak Leaf Clusters.
